India's instant payment system UPI, which hundreds of millions of users have come to treat as free, is bracing for its first major pricing change. The Federation of Tamil Nadu Traders Associations (FOMTA) has appealed to the central government to cancel the proposed 0.4% fee on merchant UPI payments above 2,000 rupees, scheduled to start on October 15.

What's Being Proposed

The measure introduces a merchant discount rate (MDR) of 0.4% for payments to merchants exceeding 2,000 rupees (about $24). Currently, UPI remains free for most transactions, which is precisely what made it the country's most popular payment tool. The new charge would fall on sellers, not buyers.

Traders' Position

FOMTA argues that the fee will hit small and medium businesses that are only beginning to recover from economic hardship. According to the federation, any additional cost for accepting digital payments will push some traders back to cash or force them to raise prices. The organization is calling on authorities to reconsider before the rule takes effect.

"Introducing a fee on UPI payments above 2,000 rupees is an extra burden for traders who already operate on thin margins," FOMTA said in its appeal.

UPI is the world's largest instant payment system by transaction volume. Any change in its pricing affects millions of users and businesses. For those accustomed to zero fees, even 0.4% can become a noticeable irritant. For foreigners and virtual card holders paying for overseas services, UPI remains a local tool for now—but the trend toward monetizing "free" payment rails is visible in other countries too.
