Indian restaurants are preparing for a rise in operating costs as a 0.4% Merchant Discount Rate (MDR) on UPI payments above ₹2,000 takes effect on October 15, 2026. The Times of India reports that the new fee will affect eateries and other merchants accepting digital payments.
What Changes for Businesses
Until now, UPI payments were free for merchants—banks and payment systems charged no commission. Now, for transactions over ₹2,000 (approximately $24), merchants will pay 0.4% of the transaction value. For restaurants with higher average bills, this means direct additional costs.
Reaction from Pune Restaurants
According to the publication, some restaurants in Pune are already considering ways to offset the expenses: raising menu prices, offering discounts for cash payments, or setting a minimum amount for digital payments. Owners fear that price hikes could deter customers, but they are unwilling to absorb the fee themselves.
“We can’t just accept this 0.4% as a given—margins in the restaurant business are already thin. We’ll either have to raise prices or encourage customers to pay in cash,” a restaurateur told The Times of India.
What It Means for Users
For virtual card holders and those used to paying for foreign services, this news is a signal that digital payment fees can appear even where they didn’t exist before. In India, UPI is the primary payment method, and the introduction of MDR may lead some merchants to pass costs on to buyers or restrict digital payments for larger amounts.
If you use virtual cards to pay in India or other countries, keep a close eye on fee changes: they can appear unexpectedly. However, for international cards and crypto payments, the rules remain the same—they are governed by payment systems and issuers, not local UPI initiatives.
The Bottom Line
The 0.4% MDR on UPI payments above ₹2,000 marks the first step toward monetizing what was previously a free system. For restaurants, it’s an extra burden; for customers, it could mean higher prices or less convenient payment terms. Stay tuned for updates—other merchant categories may face new fees as well.
